Mr. Carney is a hydrologist and hydraulic engineer with over 25 years of work experience, starting out at a Colorado firm that provides technical support for Native American water rights and which also undertakes projects to develop municipal and agricultural water resources. For several years, he served as lead hydrologist for the New York Power Authority, a state public power utility. At Bechtel, he provides hydrologic and hydraulic engineering services to Bechtel in support of infrastructure and industrial projects. Mr. Carney studied for his B.S. and M.S. degrees in Civil Engineering at the University of Massachusetts-Lowell and Colorado State University, respectively, and is a registered Professional Engineer.
