Dr. Rosa works at FEMA HQ in the Engineering Resources Branch. There, he coordinates strategic projects and research efforts to enable FEMA to more consistently provide comprehensive flood hazard and flood risk information for the nation. These efforts include graduated hazard and risk analyses, mixed population flood frequency resources, and improved hydrological modeling methodologies to address future climate scenarios. David is a hydrologist by training, with a M.S. and Ph.D. from the University of Connecticut’s Department of Natural Resources and the Environment.
