Debbie Martin is a senior hydrometeorologist with the Center for Water Resources at RTI International in Fort Collins Colorado. She has over 23 years of experience in atmospheric sciences, specifically in precipitation-frequency, probable maximum precipitation, and extreme storm analyses for hydrologic risk assessments working with State Dam Safety agencies, hydropower companies and water resource managers. She develops watershed-specific precipitation-frequency estimates for dam safety applications in collaboration with MGS Engineering and has addressed impacts of a changing climate on hydrologic hazards. She began this work at NOAA facilitating the completion of nine volumes of NOAA Atlas 14 – Precipitation-Frequency Atlas of the United States and is currently managing a team working on NOAA Atlas 15 which includes a nonstationary climate.
