Patrick is a Civil Engineer with a PhD in Water Resources Management from the Federal University of Rio de Janeiro. He now works for more than 20 years in the Brazilian government for the National Water Resources and Sanitation Agency (ANA). He is currently deputy superintendent of Water Resources Regulation at ANA, dealing with issues of water permits and water allocation all over the country. In the past, he held the position of main Superintendent and also interim director of ANA.
