National Scale Day Ahead Operation of Combined Water and Power Systems under Uncertainty

Abstract Submission: Water scarcity has driven a global shift toward reliance on seawater desalination to secure water supplies. While desalination enhances water security, its intensive energy consumption poses significant challenges for power transmission systems operations, highlighting the necessity for a multi-system approach to decision-making. Uncertainties inherent in both water and power systems, such as fluctuating water demands, variable power loads, and intermittent availability of renewable energy sources, impact operational decisions and necessitate robust, optimal policies. This study addresses the integration of a national water supply system (WSS) and power transmission systems (PTS) to develop policies that are resilient against these uncertainties, ensuring the continuous functionality of these critical infrastructures. By considering multiple uncertainty factors simultaneously, the integrated approach enables each system to incorporate information about the other's uncertainties, allowing for adaptive adjustments that enhance overall operational efficiency. The synergy between the two systems facilitates better utilization of existing infrastructures, such as optimizing the use of water storage tanks and power batteries, improving generator ramping strategies, and maximizing the integration of renewable energy sources despite their intermittent nature. The proposed optimization method is demonstrated on large-scale integrated networks that represent national transmission systems showcasing the effectiveness and robustness of integrated decision-making under uncertainty.
