Principal Water Resources Specialist

Mr. Mingyuan Fan is a Principal Water Resources Specialist at the Asian Development Bank (ADB), Manila, Philippines. Since 2010, Mr. Fan has served as a Senior Urban Development Specialist for the South Asia Region to manage urban development loan and technical assistance (TA) projects in Sri Lanka, India and Bangladesh; as a Principal Water Resources Specialist for the East Asia Region to manage urban and rural environment development TA projects and for the Sector Group of Agriculture, Natures, Food and Rural East Asian, Southeast Asian, and Pacific Region to manage rural wastewater and environment loan and TA projects. Prior to ADB, Mr. Fan worked as Senior Municipal Engineer for the World Bank’s East Asia and Pacific Region, and served as a Director of the Urban Unit in the CIECC company. Mr. Fan holds a Master’s Degree in municipal and environmental engineering from Harbin Institute of Technology (China).
