Dr. James Halgren is a licensed Professional Engineer (PE) with a PhD in Civil Engineering from Colorado State University. He specializes in operational flood forecast system development, hydrology, hydrologic modeling, and engineering programming, solving complex engineering problems through collaboration and continuous learning. His experience includes flood modeling, GIS analysis, and flood mapping algorithm development. Halgren is proficient in tools such as GRASS, ArcGIS, Google Earth, and engineering models like GMS, WMS, HEC-RAS, Mike21c, and MODFLOW.
In addition, he has strong programming skills in Python, Cython, C, Fortran, VB, Matlab, and R, as well as database design and administration using MySQL and MS Access. His work includes ISO-compliant project management and gaining overseas experience, where he utilized his fluency in Spanish.
